Apartment complexes that work with apartment locators pay them a percentage of the first month's rent if not more, hence how they get paid/how they offer specials deals to you.

Nowadays to get a good apartment for 1.2k in those areas is gonna be rough. Old apartments that used to go for 600 is now going for 1k+. Sadly to get a cheaper but better apartments you have to move.
